Department of Planning and Finance

 I. Function

The department is responsible for managing finance and assisting the university board of managers in managing, allocating and supervising the proper usage of money for either short-term and long-term projects or financial transactions of Ho Chi Minh City of Transport according to Vietnamese Government’s Regulations

 II. Tasks:

Basing on the targets, the plan of the university and other relevant  financial regulations, the Department of Planning and Finance shall assisting the President in creating and protect the long-term and short-term financial projects, making the periodical plan and other projects relating to the budget for training, education, basic construction and scientific research;

Department of Planning and Finance is responsible for assisting the President in managing the budget of the university and making the financial plan in accordance with the Vietnamese Government’s Regulations;

Making the plan for financial distributions which are used to support the operations of the units in the university, the targeted programs of the university and other expenses;

The department is also accountable for paying salaries, scholarships and other expenses to the officials, staff and student;

Managing the accounting documents and other responsibilties relating to the accounting and budget;

Having the plan of periodical or accidental audit of all the operations of the units in the university; instructing all the relevant personnels in the accounting affairs;

Supervising the implementation and using of all the budget, facilities, funds in training, education, basic construction and scientific research;

Coordinating with the Equipment Management Department and related units to establish the committee for property liquidations;

Coordinating with the Equipment Management Department to approve and implementing the purchase of new equipments, machine and carry out the relevant procedures;

Coordinating with the Personnel Department to organize legal bids;

Coordinating with the Project Management Unit to design, approve and implement the construction of facilities;

Making document records about the budget;

Paying the salaries, scholarships and other living expenses to the staff of the university;

Monthky checking the lists given by the departments in the university to immediately adjust the salaies of the staff.
